通过信息化、智能化、数据统计分析等方式建设专项资金数据库，加强数据汇总管理与项目统计分析，进一步规范专项资金的使用，将财务处原本的专项资金分配、统计等人工处理工作，转换为采用信息化系统来进行管理与数据汇总分析，从而达到节省办公成本，提高办公效率，提高财政资金的使用效益分析等。

This dataset is developed by building a special fund database through informatization, intelligent technologies and statistical data analysis. The development aims to strengthen data aggregation management and project statistical analysis, further standardize the utilization of special funds, replace the manual tasks including special fund allocation and statistics originally undertaken by the Finance Department with information systems for management and data aggregation and analysis, thereby reducing office costs, improving office efficiency and enhancing the analysis of the utilization efficiency of fiscal funds.
