The conduct of the state’s major digital projects

At the request of the Senate Finance Committee, the Court of Auditors investigated the conduct of major state digital projects. In recent years, it has seen notable successes, such as the levying at source, but also resounding failures, particularly in the area of human resources management. Some 50 large digital projects are currently being followed by the interministerial management of digital technology Dinum, each at a cost of more than EUR 9 million. Good practices in project management are too often overlooked, while the lack of adaptation of project trajectories and governance, insufficient funding and human resources, and the need for a single responsibility for project management are regularly noted. The ongoing reorganisations within departments are intended to provide a better understanding of technical issues and to ensure that the needs of users and officers are met. Mutualisations between ministries should be encouraged. HR measures are also essential to equip themselves with the necessary profiles and to better train executives. The Court makes a total of 11 recommendations for the successful digital transformation of the public service.
