In 2018 a national assessment was carried out, which was commissioned by the Flemish government, to assess whether pupils have sufficient skills to read, listen and write in Dutch at the end of primary education. Attainment targets for reading were already assessed for the fourth time, attainment targets for listening for the third time and attainment targets for writing for the first time. Previous assessments took place in 2013, 2007 and 2002. Data were collected through a written listening and reading test. In addition, a practical test was administered to assess certain writing skills. A representative sample of 3119 pupils from 119 Flemish primary schools participated. Tests were supplemented with questionnaires for pupils, parents and teachers. These questionnaires collected, among other things, information on background characteristics of the pupils, school and teachers, classroom practices and the teachers' didactic approaches. The response rates to these questionnaires were 99% for pupils and 88% for parents. Teachers were able to complete part of the questionnaire online, for which the response rate was 97%. For the paper part, the response rate was 96%.
