This paper introduces the Theory of Arithmetic Purity and Impurity (TPI), establishing a new combinatorial metric $P(n)$ - the Purity Function - that quantifies the arithmetic "purity" of integers through binomial coefficients modulo $n$. The central result, the Primal Pascal Axiom, proves that $n>1$ is prime if and only if $\binom{n}{k} \equiv 0 \ (\text{mod} n), \forall k=1,\dots,n-1$. From this, the author defines the Binary Machine of Purity (MBP), an algorithmic framework capable of computing $P(n)$ and $G_{\_}R(n)$ (the combinatorial impurity degree), across large integer domains.
