VPRS 3302 Student Loan Fund: Quarterly Returns

Established under Section 34 of the Victoria Institute of Colleges Act 1965, and initiated with a State Treasury grant of $20,000 in late 1968, the Student Loan Fund provided money for allocation to students of the affiliated colleges of the Victoria Institute of Colleges (VA 571). The money was to be available in the form of loans. Initially, loans were granted by a committee of the Institute, but in 1972 responsibility transferred to colleges, and the Institute assumed a supervisory or co-ordinating role (fund monies were distributed to the colleges in late 1971). Activity on the fund reduced dramatically after the introduction of the Commonwealth funded Help for Needy Students Fund in 1973.The quarterly returns, submitted to the Institute by its affiliated colleges in accordance with the Regulations for Administration of the Students Loan Fund 1971, allowed the Institute to monitor and report on the activities of the colleges with respect to the fund. They show fund receipts, payments, and balances for each college for the period in question. Until 1978, this information was reproduced in the Institutes Student-loan fund ledger (refer VPRS 3284). Whether a ledger was maintained after this time is not known. The returns in this series have been retained to provide a record of the fund from this time until the Institute was wound-up in 1980.
