PROBLEM TO BE SOLVED: To provide watermark paper capable of forming a watermark pattern having contrast even when a film thickness of a cellulose minute fiber applied to a substrate is thin， and a manufacture method thereof. SOLUTION: The invention provides watermark paper formed with a first watermark pattern at least in a part of a substrate having light permeability. In a composite obtained by binding a plurality of cellulose minute fibers， a material having lower light permeability than the cellulose minute fiber is included， and， the first watermark pattern is formed with a granular cellulose composite of a color matching with the substrate.
