In 1961 as part of a preliminary move to develop major port facilities at Botany Bay the port was vested in the Maritime Services Board. Committees were established by both the Commonwealth and New South Wales State governments, and they carried out hydraulic and economic studies to assess the feasibility and environmental effect of such a development. On 30 June 1975 the Minister for Public Works, Leon Punch, announced plans for major port developments at Botany Bay to a public meeting at Rockdale Town Hall.
