Institutional communication of Earth observation across actors affiliated with the Group on Earth Observations: evidence and coding materials

This dataset supports the manuscript “Institutional communication of Earth observation across actors affiliated with the Group on Earth Observations: a phase-aware documentary comparison”. It contains metadata and verification records for 71 publicly accessible sources and 81 coded evidence units organised into Phase 1 derivation and context, Phase 2 targeted omission audit, and Phase 3 post-derivation comparison. The archive includes the four-function codebook; communication-eligibility and climate-relevance screens; source-level case profiles; institutional-interface and return-pathway coding; a purposive 20-unit independent coding sample with pre-adjudication files, agreement calculations, and an adjudication log; case-selection, source-triangulation, aggregation, and status-definition sensitivity records; search logs; a manuscript-to-data reproducibility map; a manifest; and SHA-256 checksums. Third-party documents are not redistributed.
