Experimental Design for Assessing the Strategic Resilience of ICT Enterprises through Integrated Organizational, Economic, and Cybersecurity Capabilities

Abstract. This study proposes a quantitative cross-sectional design for assessing how organizational, economic, and cybersecurity capabilities jointly shape the strategic resilience and performance of information and communication technology (ICT) enterprises. The enterprise is used as the unit of analysis, while senior executives with cross-functional visibility serve as key informants. The measurement instrument comprises 48 reflective indicators grouped into 12 constructs and evaluated on a seven-point Likert scale. Strategic resilience is modeled as a second-order reflective-reflective construct consisting of anticipation, coping, and adaptation. The structural model includes direct effects, two capability-complementarity effects, and the moderating effect of environmental turbulence. A two-stage partial least squares structural equation modeling procedure is specified for estimation in SmartPLS 4. For workflow validation, a clearly labeled synthetic dataset of 300 modeled ICT enterprises was generated. The synthetic records are intended solely for software testing, reproducibility checks, table construction, and methodological demonstration; they must not be interpreted as empirical survey evidence. The proposed design provides a reproducible basis for subsequent validation using actual enterprise-level survey data.
