Thisreportexaminesthedifferentchannelsthroughwhichtradeopenness(andreformstoachieveit)canaffectacountry’sfoodsecurity.Theoverallconclusionisthattradeopennesshasapositivenetimpactonfoodsecurity,althoughspecificconstituencies,includingsomepoorhouseholds,couldseetheirimmediatefoodsecuritythreatenedbythewithdrawaloftradeprotection.Thechallengeforpolicymakersistodesignflankingpolicieswhichenablecountriestoreapaggregategainsyetmitigatespecificlosses.Thosepoliciesincludesocialprotectionandtheprovisionofriskmanagementtools,alliedwithinvestmentsinproductivitysothataverageincomesrisetotheextentthatanyadverseshocktoincomesisunlikelytojeopardisefoodsecurity.Developingcountriesareincreasinglyabletodeploysuchtargetedinstruments.Lessonsarealsobeinglearnedwithrespecttothepoliticaleconomyoftradereform,suchthatchangescanbeintroducedinawaythatminimisesadjustmentstressesandhelpsbuildtheconsensusneededtolockinthebenefitsoftradepolicyreform.
