Damage-KG v0.1 — Derived-Indicator Knowledge Graph from EM-DAT (Europe 1990\u20132025) and Reproduction Script (CRED 2024 Sharing Policy-Compliant)

The Damage-KG is the European disaster-loss knowledge graph underpinning Section 1.6 (“Dual-Graph Companion”) and the Paper-F Phase-4 insight queries Q12, Q13, Q14, Q16 of Bühler, Hollenbach et al., “Systemic Resilience of Interdependent Infrastructure: Multi-Hazard Interactions, Cascading Failures, and the Governance of Climate Risk” (Natural Hazards, Springer, under review; DOI: 10.XXXX/natural-hazards-XXXXX — to be updated upon acceptance). v0.1 bundle: the derived-indicator RDF serialisation graph/damage-kg.ttl (20,135 triples — aggregates by Disaster Subtype × ISO-3 × 5-year window, secondary aggregates by Subtype × Year and by ISO-3 total, plus ∼15 publicly known Great Events 1990–2025: Bodensee 1999, Lothar/Martin 1999, Elbe 2002, Heat 2003, Kyrill 2007, Xynthia 2010, Elbe 2013, Ahrtal 2021, Spain 2024, …) together with the reproduction script scripts/build_damage_kg.py. IMPORTANT — EM-DAT raw-data policy: The CRED 2024 EM-DAT Sharing Policy forbids re-hosting the raw XLSX export. This Zenodo record therefore contains only derived indicators; end-users who wish to rebuild or extend the graph must obtain their own EM-DAT account at https://public.emdat.be, download the Europe 1990–2025 slice, place the file at data/emdat-europe-1990-2025.xlsx, and re-run scripts/build_damage_kg.py. The derived-indicator graph is itself derivable from the raw file and therefore eligible for open-data redistribution under CC-BY-4.0 with attribution to both CRED/EM-DAT and this record. Ontology: the graph uses a lightweight dmg: namespace with dmg:AggregatedDamageIndicator as the central class (introduced in IRG ontology patch v0.3.1, ontology/irg-damage.ttl; sibling Zenodo record — DOI forthcoming). Country identifiers use ISO-3 with a SKOS crosswalk to ISO-2 via country-codes.ttl for joins against the Literature-KG (sibling Zenodo record — DOI forthcoming). Rationale for the derived-indicator-only policy: Paper F ships materialised aggregates rather than event-level damage in order to stay strictly inside the CRED 2024 Sharing Policy. The Q16 top-paper-vs-top-event query is therefore executed on country-total-damage proxies; the Damage-KG roadmap includes event-level damage materialisation once a policy-compliant mechanism exists.
