一、项目建设必要性1、是开拓创新、科学管理的需要加强法院审判工作的信息化建设,不仅可以增进资源共享,提高审判信息的传递速度,节约诉讼成本,方便群众诉讼,而且通过电子化、网络化等科技手段,将为法院的改革和管理提供有力的技术支持。要充分认识到法院管理方式向科学化转变的极端重要性,法院的管理模式要逐步实现从行政化管理为主向司法化管理为主的转变;管理内容要实现从粗放管理向精细管理转变;管理方式要实现从静态管理向动态管理转变;管理方法要从他律为主向自律为主转变;管理手段要从传统型向现代智能化转变。适应这样的时代要求,再不努力建设好法院的信息化,就永远只能落伍,就永远存在差距。针对我省信息化建设的状况,应首先建立和完善数字化审判、审判流程智能化应用、绩效考评等基础建设,再通过建设审判综合管理平台提高全市审判信息化集中管理能力,建设市级数据交换中心实现全市审判信息资源的高度共享实现信息价值的最大化。努力建设全市范围的远程司法应用相关系统。要通过加倍的努力,在尽短的时间内确保整个系统的正常高效运转,确保XXX市法院各项工作不辜负法院领导的期盼和全市法官的要求。2、是建设公正高效权威的司法制度的重要保障加强人民法院信息化建设科学发展是建设现代化法院的重要内容,要作为审判工作的重要组成部分不断开拓进取,为审判工作和人民法院各项建设提供有力的技术支持和保证。信息化是我国加快实现工业化和现代化的必然选择,要大力推进信息化,以信息化带动工业化,实现我国社会生产力的跨越式发展。十六大以来党对信息化的认识不断深化,信息化在我国经济社会中的地位、作用也在不断提升。在党的十七大报告中,大力推进信息化的思想贯穿全篇,与之直接相关的表述共有十处之多。无论是深入贯彻落实科学发展观,促进国民经济又好又快发展,加快行政管理体制改革,推动社会文化大繁荣,还是民生建设、军队和国防建设、党的建设,处处都贯穿着信息化的思想。同时,报告提出:要建设公正高效权威的司法制度。加强人民法院信息化建设是深化司法体制改革,优化司法职权配置,规范司法行为,建设公正高效权威的司法制度的重要保障。加强人民法院信息化建设科学发展,可以完善法院的内部管理、为法院“公正与效率”工作主题提供重要的技术支持,有利于深化人民法院审判方式改革,完善诉讼程序制度、改革审判管理制度,有利于进一步规范诉讼行为,节约诉讼资源,促进资源共享,提高法院信息传递速度,方便群众诉讼,进而有效提高工作效率和工作质量、提升司法权威和司法形象,促进司法公正。3、是促进审判工作,践行司法为民的必然措施加强信息化建设科学发展是人民法院增强司法能力,提高司法水平,促进审判工作的重要途径,是践行司法为民的重要措施。“工欲善其事,必先利其器”。人民法院在坚持司法为民的前提下,要不断增强审判工作和法院管理的科技含量,加快审判信息化步伐,规范审判流程、调配审判资源、加快信息传递、提高工作效率、提高工作质量,促进司法公正。人民法院的信息化建设应该以科学发展为核心,以审判业务信息为中心,同时强化法院管理、案件执行、审判监督的信息应用,完善以审判质量、效率评估的体系建设,加强审判信息化基础设施建设,远程司法应用建设,庭审资源综合管理平台建设,积极落实各项方便当事人措施,提高审判工作效率,降低人民法院司法成本。对案件从受理、分案到审理、归档等全过程实现信息化,为审判监督、案件质量评查、绩效考核等提供实时、动态的信息支持。4、是维护公平正义、强化审判监督的有力抓手加强人民法院信息化建设的科学发展有利于人民法院广泛接受社会监督、提高司法透明度,同时个案在信息化系统内的公开,也有利于办案人员规范司法行为,接受审判监督。要以信息化建设为载体,以审判质量、效率评估体系建设为重点,完善审判监督管理。在信息化建设科学发展过程中,要加强领导,完善内部监督制约机制,使领导及相关部门在权限范围内及时掌握、监督案件的具体情况,有力地强化了审判工作的监督管理,提高审判质量,确保司法公正。二、项目建设目标XXXX法院信息化建设的总体目标是:综合运用计算机技术、网络技术、云计算、大数据、视频数字化技术,构建支撑法院信息化的高效、快速、通畅的信息网络系统平台和网络应用软件系统;规范法院内部审判流程;促进司法信息共享,优化司法业务流程;增加案件审判的公开和透明度,司法信息通过多种推介方式发布,促进司法公正;整合业务应用系统,实现案件审判智能支持,为领导和审判业务人员提供高效的办公、办案平台,提高工作效率和质量;扩展司法信息的社会服务范围,构建司法信息数据库,通过信息发布和数据综合共享应用,体现司法为民;维护国家司法的权威性和统一性,规范市场经济秩序、净化市场环境。在今后3-5年内,使XXXX法院及全市法院的审判工作和其他各项工作基本上纳入信息化管理,利用科技手段促进和保障各项工作质量和效率的提高,切实为完成繁重审判任务和保障司法公正创造有利的条件。促进和维护司法公正 利用先进、科学的管理系统促进司法公正是信息化的首要任务和最终目标。审判信息化建设将充分利用和发挥现代科学技术,从审判工作实际出发,狠抓关键点,以科学的流程管理系统辅助法官办公和办案,克服和消除影响司法公正的因素。提高办公办案效率 审判信息化建设将充分利用强大的数据处理能力、快捷的传输速度、方便的数据查询功能、智能化的决策技术,提高办公、办案效率。提高决策质量 及时、准确地为领导层提供各种有效的统计分析信息,为领导决策提供科学的依据。司法为民 通过采用现代化的信息技术手段,如网站、审判直播、信息公告、短信平台等搭建一个社会大众与法院之间的信息交流平台。三、建设内容XX市智慧法院工程主要涉及全市法院信息化体系的建设,包括:1、建设一个综合门户平台,包括智能门户系统、移动法务平台系统、法务信息全局视图系统。2、围绕法院司法审判业务和法院办公行政管理等方面,加强法院信息应用软硬件系统建设。主要包括: n 立案诉调系统建设 n 远程提讯、庭审系统 n 远程减刑、假释系统 n 高清数字法庭系统 n 数字审委会系统 n 审判质效评估系统 n 电子档案管理系统 n 法务培训信息化系统 n 面向公众服务系统 n 行政后勤管理系统 n 办公自动化系统 n 数据交换子系统3、建设一个大数据分析平台、1个中间件平台。4、建设完善支撑上层法务应用的1个云计算平台、1个分布式集群存储2张基础通信网络,包括法院专网、互联网。5、建设完善2个管理体系,包括安全保障管理体系、运维保障管理体系。四、总体架构XX市智慧法院项目数据中心是全市数据处理加工和数据分析应用的中心,总体上需实现上连省法院、下连各级法院、外连市级部门;构建资源整合、互联互通、资源共享的全市统一的数据中心资源库;构建完善的底层支撑平台,实现各类中间件、支撑系统、应用服务的统一管理;实现全市各部门、各级法院不同口径业务之间的协同应用、分级管理;实现二张网络应用的分开部署;实现各级法院电子法务数据资源电子化、数据处理业务自动化、决策分析科学化的信息化体系。XX市智慧法院项目总体设计一个综合门户平台、十二个业务应用系统、一个大数据中心、二张通讯网络、二个保障体系。4.1. 综合门户平台建设综合门户平台,面向法院、各相关刑事司法执法单位、侦信支撑单位以及社会公众等各类用户,根据角色权限以及网络的不同,提供统一的电子法务应用系统入口,以及全方位的智慧、个性化、快捷的综合性服务平台。包括智能门户系统、移动法务平台系统、法务信息全局视图系统和数字审批系统。(1)智能门户系统智能门户作为XX市智慧法院项目系统的集中展现窗口,是以用户需求为导向、以服务为目标的,集展现、受理、交付、监管于一身的一站式服务平台。通过采集整合各应用系统的数据资源,将分散在各处的异构服务信息按照面向用户的公共服务体系结构方式进行梳理,重构扁平化的服务栏目结构,搭建一个为XX市各级法院、刑事司法执法单位、侦信支撑单位、公众市民等多种身份的群体提供全方位的智慧、个性化、快捷的公共服务平台。(2)移动法务平台系统移动法务平台系统提供了一套可在智能手机、平板电脑等移动终端设备上运行的客户端程序,采用与移动互联网通讯技术融合的方式,将移动终端变成XX市智慧法院项目的移动载体,使得XX市智慧法院项目的建设及应用模式变得更加灵活方便,满足XX市法院相关用户日常办公、审判的需求,满足法院各级领导开展业务处理、工作管理、决策支撑等需求,满足社会公众对法务办理、信息公开服务的需求等。(3)审判综合管理系统审判综合管理系统利用大数据分析技术形成各类管理全局视图,实现对全市法务工作整体的把控。同时能够自动生成相关汇报、对外交流、成果展示等数据,利用指挥中心大屏等设备的区域设计和展示优势进行多维直观展示,实现全市电子法务数据的可视化。4.2. 业务应用系统从满足多样化的应用需求出发,以科学、规范、高质量的各类电子法务数据资源为基础提供全面的应用系统。应用系统基于强大完备的数据资源体系,以对法务、队伍管理、法务保障支撑为目的,构建面向各类用户的多层次多形式的综合应用系统,实现对法务全过程的规范化、网络化和智能化管理,全面提升法院信息收集利用能力、综合审判能力、快速反应能力,提高法务工作的公平公正、公开透明,提高维护司法公正能力。主要包括数字审判系统、电子档案系统、面向公众系统等12个业务应用系统。 4.3. 应用支撑系统应用支撑平台是一个承上启下的、组件化的支撑中间件平台,提供业务支撑及业务协同相关的各类组件服务。通过提供一个良好的可扩展平台,以降低信息化系统建设的复杂度、提高建设的可靠度。考虑到法院专网的系统部署数量多、对外交互多的实际状况,应用支撑平台能够提供纵向贯通各类不同层级的信息资源与上层应用之间的垂直通道,构建高效、实时、共享、准确的信息流;横向通过各类业务组件组装,满足跨法务部门、跨行业领域的信息共享和协同应用,最终达成资源共享、协同管理、多元服务的总体目标。通过标准服务总线向上层应用平台提供粗粒度的应用基础服务接口,对应用开发者屏蔽下层信息细节和计算模型;另一方面对跨部门、跨领域应用流程提供管道,并进行管理与监控,实现各应用系统间的高效协同工作。应用支撑平台由三类组件构成:基础组件、统一身份认证组件。4.4. 大数据分析平台按照统一规划、统一标准、统一架构的指导思想,采用云计算、大数据等信息化前沿技术,打造高效、集约化、先进、稳定的智慧法务大数据平台。紧密切合政务大数据的发展契机,通过采集法院档案数据、海量的历史文书数据,汇总形成法院统一的大数据中心。通过大数据分析技术,挖掘数据价值,自动生成相关分析报告,文书内容,决策数据,预警数据等,以信息高效自动化手段提升法院的工作效率和决策分析水平。通过对法院的案件卷宗进行扫描识别,对数据进行清洗、转换、集中存储,同时结合现有各类数据库,形成标准化的法务数据中心。并通过海量数据的综合分析,形成核心数据、指标库、专项分析、业务监督、人员管理等多项数据应用服务功能,提供完善的信息检索功能,更好的为各级领导及法官服务。
1. Necessity of Project Construction
1.1 Need for Innovation and Scientific Management
Strengthening the informatization construction of court trial work can not only enhance resource sharing, accelerate the transmission of trial information, reduce litigation costs, and facilitate the public's access to litigation, but also provide strong technical support for court reform and management through scientific and technological means such as electronization and networking. It is necessary to fully recognize the extreme importance of transforming court management methods to a scientific mode: the court's management mode should gradually shift from administration-dominated management to judicature-dominated management; the management content should shift from extensive management to refined management; the management method should shift from static management to dynamic management; the management approach should shift from heteronomy-dominated to autonomy-dominated; and the management means should shift from traditional mode to modern intelligent mode. To meet the requirements of this era, if we do not strive to build court informatization, we will always fall behind and widen the gap. In view of the informatization construction status of our province, we should first establish and improve infrastructure such as digital trials, intelligent application of trial procedures, and performance evaluation, then improve the centralized management capability of municipal trial informatization by constructing a trial comprehensive management platform, build a municipal data exchange center to achieve high-level sharing of municipal trial information resources and maximize the value of information, and strive to build remote judicial application systems across the city. Through double efforts, we should ensure the normal and efficient operation of the whole system in the shortest possible time, so that the work of the People's Court of XXX City can live up to the expectations of court leaders and the requirements of judges across the city.
1.2 Important Guarantee for Building a Fair, Efficient and Authoritative Judicial System

Strengthening the scientific development of people's court informatization is conducive to people's courts widely accepting social supervision and improving judicial transparency. 2. Project Construction Objectives
The overall goal of the informatization construction of XXXX People's Court is: comprehensively apply computer technology, network technology, cloud computing, big data and video digitization technology to build an efficient, fast and smooth information network system platform and network application software system supporting court informatization; standardize the internal trial procedures of the court; promote judicial information sharing and optimize judicial business processes; increase the openness and transparency of case trials, and release judicial information through various promotion methods to promote judicial justice; integrate business application systems to realize intelligent support for case trials, provide efficient office and trial platforms for leaders and trial business personnel, and improve work efficiency and quality; expand the scope of social services for judicial information, construct a judicial information database, and reflect judicial justice for the people through information release and comprehensive data sharing and application; safeguard the authoritativeness and unity of national judiciary, standardize market economic order and purify the market environment. 3. Construction Content
The Smart Court Project of XX City mainly involves the construction of the municipal court informatization system, including:
1. Construct a comprehensive portal platform, including intelligent portal system, mobile legal affairs platform system and global view system of legal affairs information.

4. Overall Architecture
The Data Center of XX City Smart Court Project is the center of municipal data processing and data analysis application. Generally, it needs to connect with the provincial court at the upper level, courts at all levels at the lower level and municipal departments externally; construct a unified municipal data center resource library with resource integration, interconnection and information sharing; construct a perfect underlying support platform to realize unified management of various middleware, support systems and application services; realize collaborative application and hierarchical management between services of different calibers of various departments and courts at all levels in the city; realize separate deployment of applications on the two networks; and realize the informatization system of electronization of electronic legal affairs data resources of courts at all levels, automation of data processing services and scientization of decision-making analysis.
The overall design of the XX City Smart Court Project includes one comprehensive portal platform, twelve business application systems, one big data center, two communication networks and two guarantee systems.
4.1 Construction of Comprehensive Portal Platform
The comprehensive portal platform targets courts, relevant criminal justice and law enforcement units, investigation and information support units and the general public, and provides a unified entrance for electronic legal affairs application systems and a comprehensive, intelligent, personalized and fast comprehensive service platform according to different role permissions and networks. It includes intelligent portal system, mobile legal affairs platform system, global view system of legal affairs information and digital approval system.
(1) Intelligent Portal System
As the centralized display window of the XX City Smart Court Project system, the intelligent portal is a one-stop service platform integrating display, acceptance, delivery and supervision, oriented to user needs and service goals. By collecting and integrating data resources of various application systems, sorting out heterogeneous service information scattered in various places according to the user-oriented public service system structure, reconstructing a flattened service column structure, we will build a comprehensive, intelligent, personalized and fast public service platform for various groups including courts at all levels in XX City, criminal justice and law enforcement units, investigation and information support units and the general public.
(2) Mobile Legal Affairs Platform System
The mobile legal affairs platform system provides a set of client programs that can run on mobile terminal devices such as smartphones and tablet computers. By integrating with mobile Internet communication technology, it turns mobile terminals into mobile carriers of the XX City Smart Court Project, making the construction and application mode of the project more flexible and convenient. It meets the needs of relevant users of XX City Courts for daily office and trial work, the needs of court leaders at all levels for business processing, work management and decision support, and the needs of the general public for legal affairs handling and information disclosure services.
(3) Trial Comprehensive Management System
The trial comprehensive management system uses big data analysis technology to form various global management views, so as to realize the overall control of municipal legal affairs work. At the same time, it can automatically generate data such as relevant reports, external exchanges and achievement displays, and carry out multi-dimensional intuitive display through the regional design and display advantages of equipment such as the command center large screen, so as to realize the visualization of municipal electronic legal affairs data.
4.2 Business Application Systems
Starting from meeting diversified application needs, comprehensive application systems are provided based on scientific, standardized and high-quality electronic legal affairs data resources. Closely following the development opportunity of government big data, we will collect court archive data and massive historical document data to form a unified big data center of the court. Through big data analysis technology, we will mine the value of data, automatically generate relevant analysis reports, document contents, decision data, early warning data, etc., and improve the work efficiency and decision-making analysis level of the court through efficient and automated information means. By scanning and identifying court case files, cleaning, converting and centrally storing data, and combining with existing various databases, we will form a standardized legal affairs data center.
