This study analyzes the collapse of Yemen's education system from 2015-2023 using data from UNICEF and the Education Cluster. We argue that the shift from national statistics to fragmented humanitarian data is a key indicator of state failure. Findings show an estimated 4.5 million out-of-school children, widespread destruction of schools, and a teaching workforce dependent on external incentives. The paper concludes that the sector has transitioned from a public good to a humanitarian service and discusses implications for policy and research.
