<a href='https://www.whitehouse.gov/environmentaljustice/justice40/' target='_blank' rel='nofollow ugc noopener noreferrer'>Justice 40</a> is a White House initiative to ensure that 40% percent of the overall benefits of certain Federal climate, clean energy, affordable and sustainable housing, and other investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution. In <a href='https://www.federalregister.gov/documents/2021/02/01/2021-02177/tackling-the-climate-crisis-at-home-and-abroad' target='_blank' rel='nofollow ugc noopener noreferrer'>Executive Order 14008</a> on Tackling the Climate Crisis at Home and Abroad, President Biden directed the White House Council on Environmental Quality (CEQ) to develop a geospatial mapping tool to identify disadvantaged communities that face burdens. These communities have been marginalized by society, overburdened by pollution, and underserved by infrastructure and other basic services.
