List of Withdrawn Proposals - The European Commission's right of withdrawal of proposals

Aggregate list of the total OLP proposals lapsed/withdrawn by the European Commission, based on data obtained from the European Parliament’s Legislative Observatory Database. The data is restricted to OLP proposals actually withdrawn (excluding those that simply became lapsed and where the Commission did not effectively use its right of withdrawal), setting the withdrawn proposal as the unit of analysis. The withdrawn proposals are classified by type of procedure or legislative instrument and policy-issue, by the number of years passed between proposal initiation and proposal withdrawal, and by the the reaction of the co-legislators (Council and Parliament) on the withdrawal of the proposal. The generated database includes a total of 261 entries, of which 11 are dropped because they were lapsed, but not withdrawn. The final sample (n) is composed of a total of 250 withdrawn proposals between 1994 and 2020.

本数据集基于欧洲议会立法观测数据库（European Parliament’s Legislative Observatory Database）获取的数据，汇总了欧盟委员会（European Commission）失效或撤回的公开立法程序（OLP）提案总清单。本数据集限定仅纳入实际被撤回的OLP提案，排除仅失效且委员会未实际行使撤回权的提案，并以单条撤回提案作为分析单元。撤回提案将按程序类型或立法工具、政策议题、提案发起至撤回的间隔年限，以及联合立法者（欧盟理事会与欧洲议会）针对提案撤回的反应进行分类。本次构建的数据库初始共收录261条记录，其中11条因仅失效未被撤回而被剔除。最终有效样本量（n）为1994年至2020年间的250条撤回提案。
