In practice, citizens have access to hospitals and clinics' budget and expenditure information.
A 100 score is earned where all the following conditions are met:
1) hospitals and clinics' budget and expenditure records for the current year are available, and
2) they can be obtained online or on paper in less than two weeks after requested at photocopying cost.

A 50 score is earned where any of the following conditions apply:
1) hospitals and clinics' budget and expenditure records are available but the most recent Is last year's, or
2) obtaining them on paper takes more than two weeks after requested or costs are higher than photocopying.

A 0 score is earned where at least one of the following conditions apply:
1) most hospitals and clinics' budget and expenditure records are not available to the public, or
2) it takes more than a month to obtain them.
