The Department of State Purchasing (DAE) publishes the planning of purchases that ministries will potentially be required to carry out over the period from October 2018 to the end of 2021, excluding defence or security purchases. This publication responds to the desire to develop and improve the dialogue between buyers and companies, as well as to simplify the access of companies to the state markets. It should allow them to better understand the potential purchasing needs of the State, to set up the necessary watch on the platform for dematerialisation of the State’s market procedures PLACE (by signing up for the email alert), to anticipate their participation in the opportunities that interest them. This publication does not constitute a pre-information notice as defined in Article 31 of Decree No. 2016-360, which purchasers of the State may also be required to publish. Moreover, the programming made available to undertakings is totally forecast and non-exhaustive, is by construction subject to changes and cannot in any way be binding for the State services concerned. The published programming covers more than 14 billion euros of potential public order from the state over the duration of the markets. It covers the purchases potentially planned by the State Purchasing Department, the 13 regional purchasing platforms of the State and all ministries except the Ministry of Culture. It shall indicate the subject of the proposed purchase, the tranche of the estimated amount and its duration, its geographical and organisational scope and the potential dates of publication of the consultation on PLACE and of notification. The buyer service carrying the proposed purchase is indicated, so that companies interested in more information can request to be contacted by a buyer through the one-stop shop purchases of the State which will be made available by the DAE by the end of 2018 on this website.
