The figure presents a systems model showing how constitutional systems receive decentralized civic signal, translate that signal through jurisdictional and institutional authority, stabilize it through ethical constraint, release it as public institutional output, and return that output to the civic environment as future interpretive input. It proceeds from the premise that public authority is recursive: institutional outputs become civic inputs across time. The model has six layers: Stage 1, Freedom → Signal; Stage 2, Jurisdiction → Clarity; Stage 3, Time → Legitimacy; Stage 4, Ethical Stabilization → Fidelity; Stage 5, Scale → Distortion; and Stage 6, Constitutional Conditioning Loop. The figure illustrates that freedom generates civic signal but not lawful authority; jurisdiction prevents unbounded signal from becoming command; time stabilizes legitimacy through deliberation and procedure; ethical constraint preserves fidelity before release; amplification may convert uncalibrated output into recursive distortion; and repeated outputs condition future civic interpretation.
