Survey on the Current State of the Public Health Governance System in Primary and Secondary Schools in Beijing

Objective To understand the current status of public health governance system construction in primary and secondary schools in Beijing, and to provide data support and policy recommendations for improving the capital's school public health system.Methods From April to May 2024, a multi-stage cluster stratified random sampling method was used to select 399 primary and secondary schools in Beijing for a questionnaire survey. The χ² test was employed to compare differences in the current status and developmental approaches of public health governance systems across schools of different educational levels (primary vs. secondary) and regions.Results Statistically significant regional differences were observed in the establishment of management offices responsible for public health work (χ²=7.384, P<0.05), with schools in outer suburbs having a higher proportion (93.7%) of such offices. Significant differences were found in the participation frequency of health vice-principals across regions and educational levels (χ²=22.578 and 17.907, respectively; P<0.05), with outer suburbs (54.6%) and primary schools (41.6%) reporting the highest engagement. Satisfaction with the effectiveness of health vice-principals also varied significantly by region and educational level (χ²=32.019 and 29.467, respectively; P<0.05), with outer suburbs (84.2%) and primary schools (77.2%) showing the highest satisfaction. Additionally, 93.0% of schools established public health leadership groups, 94.8% integrated public health system development into school planning with effective implementation, and 87.6% appointed health vice-principals.Conclusion The public health governance system in Beijing's primary and secondary schools is well-developed. Further improvements can be achieved by clarifying management responsibilities within the governance framework, strengthening home-school-community collaboration mechanisms, and advancing health service informatization.
