We show that the persistent discrepancy between local and CMB measurements of the Hubble
constant can be naturally explained within a recently proposed causal-informational framework for
gravity[1]. ThenonlocalretardedkernelK(□R) introducesasmallbutmeasurablecausalmemoryin
Friedmanndynamics, leadingtoaneffectivefeedbackΓ(H) = ϵHthatgeneratesa5−8% offsetinH0
without invoking new particles or fine-tuned parameters. This effect arises as a direct manifestation
of causal memory and constitutes a falsifiable prediction for upcoming precision surveys such as
CMB-S4, JWST, and DESI-II.
