The king charged the Bishop of Oaxaca with the protection and indoctrination of the Indigenous people in the diocese. He apparently received news that the Indigenous population was diminishing due encomendero mistreatment. The decline of tribute came with the demographic collapse, and the encomenderos were trying to exact the same amount from the dwindling population. This led to abuse, including the selling of the Indigenous like slaves to other encomenderos and the killing of some laborers from over whipping. The situation was so dire that women would miscarriage from the loads they had to carry or would apparently "kill their children upon birth saying that they would do it to free them from the abuse that they suffered". —— El rey encargó al obispo de Oaxaca la protección y adoctrinamiento de los indígenas de la diócesis.
