Federalism and Policing in Nigeria: Colonial Continuities and Contemporary Complexities

interviews with 24 experienced civil society actors of the Network on Police Reform in Nigeria (NOPRIN). Interviews were semi-structured and focused on participants’ experiences with police conduct, accountability processes, human rights violations, and police reform challenges in Nigeria. Participants had from 12 to 27 years of professional experience in law enforcement, police reforms, and advocacy, making them valuable sources of in-depth insight. Data collection lasted from October 2021 to December 2022. Additional data collection and clarifications were carried out between March and July 2025.
