A jurisdiction-by-jurisdiction analysis of how the world's largest emitters actually regulate greenhouse gas emissions. Fifteen jurisdictions - together responsible for approximately 84% of global emissions - are examined at the sector level (262 sector-level classifications in total). Each sector is classified into one of three buckets: Bucket A (unregulated), Bucket B (regulated but with no binding path to geological net zero), or Bucket C (a binding regulation requiring emissions to be reduced as far as possible and residuals to be matched 1:1 with permanent geological storage on a defined timeline). The analysis finds that Bucket C is empty in every jurisdiction except Canada, whose 2018 coal-fired electricity regulations cover 0.44% of national emissions. Sources are national inventory reports and primary regulatory instruments. The workbook is a working public-interest tool and will continue to be updated as new inventories are analyzed and as new regulation enters force.
