Rosemary Center for Natural and Cultural Resources Rehabilitation and Treatment Plan (Section 106 Review), Rosemary Fire Tower Complex Electronic Warfare Range, Shaw Air Force Base, South Carolina

In 1994 Shaw Air Force Base acquired the unused Rosemary Fire Tower site in the former Manchester State Forest in Sumter County, South Carolina. Currently the area is part of the natural area surrounding the Poinsett Electronic Combat Range. The South Carolina Department of Archives and History determined the Rosemary Site eligible for listing on the National Register of Historic Places on April 7th 1995. According to Air Force Instruction 32-7065, Section 2.5.3, cultural resource managers should "Use historic structures before acquiring, constructing, or leasing other buildings" whenever possible. In this spirit Natural and Cultural Resources, a division of the 20th Civil Engineering Squadron's Environmental Flight, proposes conversion of the Rosemary Site to a field office and natural and cultural interpretive center. This would be considered an undertaking under Section 106 of the National Historic Preservation Act of 1966. Therefore, this report has been produced as a beginning step in understanding the site's existing condition and historic character as well as stabilization and planning needs as part of satisfying the Air Force's responsibility under Section 106.
