Deployed before governed: Data and source corpus

This deposit contains the data tables, verification code, and archived public-source corpus for a public-document audit of data and AI governance instruments in Peru. It includes UTF-8 CSV audit tables; a provenance file with source titles, URLs, package-relative paths, SHA-256 hashes, status and notes; archived public-source files referenced by that provenance file; and a lightweight Python verification script. The archive supports reproducible checks of source hashes, scan totals, dated corpus no-hit results, and the positive-control result.
