集体林权制度改革监测研究

1.项目所属领域 “集体林权制度改革监测”项目是用于我国农村集体林权制度改革研究的林业政策监测系统，通过跟踪进展，分析成效，发现问题，提出完善改革的政策建议。项目一启动就在国家统计局完成统计备案工作，确保监测科学、合法、长期开展，并建立了林业系统内和系统外、政府部门和研究机构多方参与的监测研究团队，构建了覆盖省、县、村、户的监测网络体系，建立了长期跟踪调查的研究机制。2015年，在前期工作的基础上，“集体林权制度改革监测”项目被列入国家林业局林业软科学研究项目计划，项目编号：2015-R08。到目前为止，这项工作已经连续开展了7年。 2.主要内容 这项研究主要通过对辽宁等7个重点林改省、70个县、350个村、3500个农户开展实地调查，观测权属落实、农民生计、社会投入、森林经营、林地流转、林业金融、社会化服务、产业发展、区域经济、政策执行等10个方面的变化。从2011年开始，在完成常规监测的基础上，围绕决策者所关心的重点问题，开展了林权流转、农村林业金融、新型林业经营主体、林业社会化服务体系建设、农民林业就业增收、农村林业经营负担等一系列专题研究。

1. Project Field: The "Collective Forest Tenure System Reform Monitoring" project is a forestry policy monitoring system for research on China's rural collective forest tenure system reform. It tracks progress, analyzes implementation outcomes, identifies existing problems, and puts forward policy suggestions to improve the reform. Upon its launch, the project completed statistical filing with the National Bureau of Statistics to ensure the scientific, legal and long-term implementation of the monitoring work. It has established a multi-stakeholder monitoring and research team involving entities both within and outside the forestry system, government departments and research institutions, built a monitoring network covering provinces, counties, villages and households, and established a long-term tracking survey research mechanism. In 2015, based on preliminary work, the "Collective Forest Tenure System Reform Monitoring" project was included in the Forestry Soft Science Research Project Plan of the National Forestry and Grassland Administration, with the project number 2015-R08. So far, this work has been carried out continuously for 7 years. 2. Main Contents: This research mainly conducts field surveys in 7 key forest reform provinces including Liaoning, 70 counties, 350 villages and 3500 households, to monitor changes in 10 aspects: tenure confirmation and implementation, farmers' livelihoods, social investment, forest management, forest land transfer, forestry finance, socialized services, industrial development, regional economy and policy implementation. Since 2011, on the basis of completing routine monitoring, a series of thematic studies have been carried out around key issues concerned by policymakers, including forest land transfer, rural forestry finance, new forestry business entities, construction of forestry socialized service system, farmers' forestry employment and income growth, and rural forestry operation burdens.
