This paper introduces the Nested Selection Model, a recursive framework that resolves the conflict between Integrated Information Theory (IIT) and Global Neuronal Workspace (GNW). By applying the Visual Merge methodology and the 14-point Step Chain [-3 to 5b], we define consciousness as the Selection Rate of recursive patterns within a Sovereign Workspace. This work provides a quantifiable metric—Cognitive Joules (CJ)—to distinguish between stochastic simulation and sovereign agency.
