A structured aggregation of all 3,009 attorney-fee payments recorded in the U.S. Treasury Judgment Fund's annual payment-level reports to Congress, fiscal years 2009–2025, totaling $505.9 million in fees paid from the Fund. This release aggregates the public Judgment Fund transparency reports into five CSV tables: headline summary, same-payment fee-share statistics, standalone fee-only awards by authorizing statute, fees by year of record, and fees by defendant agency. All underlying data is published by the Bureau of the Fiscal Service as a U.S. Government work; this dataset provides the processed aggregations used in the Settlement Insight research study. Key findings: Where a payment records both an attorney fee and a principal amount (n=858), the fee averages 33.8% of the combined payout per payment (median 25.0%; dollar-weighted 28.5%). 2,151 payments are standalone fee-only awards ($349.0M) with no principal on the same payment — fee-shifting in its purest form. The Endangered Species Act is the single largest source of standalone fee awards by count: 390 awards totaling $57.5M. The median fee payment is $21,609, but 65 payments above $1M account for roughly 55% of all fee dollars.
