Municipal decentralization in big Norwegian cities, 1999

The study's aim was to compare various district arrangements with regard to local democracy, management and service production.The main assumption was that a high degree of decentralization of political authority and tasks to the districts is correlated with a more vital local democracy, better service production and more difficult central management. The first two assumptions were confirmed, the last one was not.
