This preprint presents a speculative theoretical framework — the Quantum Cosmic Evolution Theory (QCE) — proposing that the fundamental laws of physics emerge from an adaptive, stochastic process occurring at the Planck scale. The model unifies key aspects of General Relativity and Quantum Mechanics via an entropic selection mechanism, formalized in a hybrid Lagrangian. The QCE framework draws on prior concepts such as Quantum Darwinism, Cosmological Natural Selection, and Entropic Gravity.
