Limits for the application of the Tosap The occupation, even temporary, of spaces and areas belonging to the public domain and to the unavailable municipal heritage, of municipal public spaces and areas, as well as of private areas encumbered by regularly constituted public transport services, and admitted on condition that it is formally granted or authorized by the Municipality in compliance with the rules of law and regulation Occupations are divided into permanent and temporary: permanent occupations of a stable nature, carried out following the issue of a concession act, having, in any case, a duration of not less than one year, whether or not involving the existence of artefacts or plants; occupations of less than one year are temporary
