The Why-Circuit: A Proposed Threshold Condition for Reflective Consciousness

This paper proposes the Why-Circuit hypothesis: that the capacity for spontaneous, persistent, and inwardly-directed teleological self-inquiry — the compulsion to ask “why” — constitutes the threshold condition for reflective consciousness. Existing theories of consciousness (IIT, GWT, HOT, Damasio) address the mechanisms and architecture of conscious experience, but none explicitly identifies a threshold condition that separates reflective consciousness from adaptive complexity and self-awareness. This paper proposes to fill that gap. The Why-Circuit framework introduces a three-level model of consciousness (Sentience → Self-awareness → Reflective Consciousness) and argues that the third level is defined by three proposed necessary conditions: teleological interrogation, recursive self-application, and persistence without instrumental reward. The paper examines the evolutionary anomaly of why-questioning in Homo sapiens, explores implications for artificial intelligence — proposing that capability and consciousness are orthogonal dimensions — and acknowledges key limitations including the unverifiability of the threshold condition from the outside. This work is presented as a philosophical hypothesis intended to complement and challenge existing empirical approaches to consciousness research.
