The Hegemonic Anxiety Penalty: Stratified Kosovo Public Perceptions of Turkish Educational Soft Power

We introduce the concept of the hegemonic anxiety penalty to describe the cognitive shift wherein the structural entrenchment of a foreign school abruptly transfigures from a developmental asset into a highly visible target for localized, sovereignty-driven resistance.
