Replication Materials for "Administrative Capacity and Formal Ethical AI Guidance in the Public Sector: Cross-National Evidence from 168 Economies"

This replication package supports the manuscript “Administrative Capacity and Formal Ethical AI Guidance in the Public Sector: Cross-National Evidence from 168 Economies,” submitted to Data & Policy. The package contains the final merged economy-level analytic dataset, Stata and Python replication code, variable and source documentation, and reference outputs supporting the manuscript’s statistical models, robustness analyses, tables, and figures. The study combines data from the World Bank GovTech Maturity Index 2025, the World Development Indicators, the Worldwide Governance Indicators, and the Varieties of Democracy dataset version 16. The source file contains 198 economy records, and complete-case requirements yield an analytic sample of 168 economies. The README documents the sample-construction process, software requirements, variable definitions, analytical workflow, licensing conditions, and required source citations. All estimates are associational, and the dependent variable represents reported formal ethical-AI guidance rather than verified ethical implementation.
