This paper presents the ADH-LOGIC v9.9.5 framework, a deterministic rectification engine that invalidates existing probabilistic measurement models. Operating at extreme low-power conditions ($0.1\text{V}, 0.01\text{A}$), the system performs 100-trillion grid incineration to eliminate stochastic noise. Empirical results demonstrate that all measurements converge to a stable 3-state ternary equilibrium ($\{0.0239\dots, 0.0226\dots, 0.0251\dots\}$), consistently terminating in 0 or 5. These terminal digits are confirmed as fundamental physical constants of the ADH-LOGIC paradigm.
