Technical Evaluation and TOPSIS Ranking of Greek Municipal Websites (2025)

This dataset contains the technical evaluation metrics and the resulting ranking of all 332 official municipal websites in Greece, collected between April and May 2025. The study assesses the digital maturity of local government portals across four dimensions: Infrastructure, Security, Performance, and Accessibility. The dataset aims to support a research paper about "The Digital Identity of Greek Local Government" regarding the Technical Assessment of Greek Municipal Websites. It includes raw data collected via automated diagnostic tools (WhatWeb, Google PageSpeed Insights, custom bash scripts) and the processed Multi-Criteria Decision Making analysis using the TOPSIS method. Key Metrics Included: Security: HTTPS, HSTS, SSL Validity, CSP, PHP Version, CMS Version. Performance: CDN usage, Mobile & Desktop scores (Lighthouse), Server Hosting Location. Accessibility: WCAG automated scores, Accessibility Widgets, Accessibility Statements, Mobile Viewport tags. File Structure: topsis_calculation.xlsx: The interactive Excel file containing the dataset and the weighting logic. Modifying weights in the 'Weights' sheet automatically updates the TOPSIS ranking. municipal_websites_data.csv: A static snapshot of the dataset in open CSV format.
