Longitudinal content analysis data on intercity cooperation between European and Ukrainian cities (2022-2025)

This dataset supports the article Intercity Cooperation in Times of War: Ukrainian Cities, European Partnerships, and Urban Governance (2022–2025). The dataset documents intercity cooperation initiatives between Ukrainian and European municipalities from February 2022 to May 2025. It was compiled through systematic document analysis of publicly available sources, including municipal records, official city communications, policy reports, city network publications, and European institutional documents. Each observation corresponds to a documented cooperation initiative and includes information on the date, title, source, policy area, function of cooperation, degree of formality, and governance arrangements. The coding framework was developed by the authors and is based on three analytical dimensions: function, formality, and governance actors. The dataset was used to identify the evolution of intercity cooperation during the war and to trace the transition from emergency humanitarian assistance to more institutionalized forms of cooperation embedded within European multi-level governance frameworks. All underlying sources are publicly available and referenced in the dataset.
