Care Services in the Municipalities: Service Users, Service Needs and Service Supply

The data set is taken from a survey of nursing and caring services in the municipalities, conducted by Norwegian Board of Health Supervision in 2003.The survey is the first national survey of services in this area. The data was collected by the Norwegian Board of Health Supervision. NOVA contributed with methodological expertise in the design, implementation and analysis of the results. The purpose of the study was to gain an overview and understanding of the important aspects of the situation in the nursing and care services: which groups of recipients of services that are available, what kind of help they need, and how the relationship between needs and supply in the different groups. In addition, the Norwegian Board of Health Supervision wanted a list of tasks that were previously performed by specialist health service, but to some extent is pushed over in the municipal nursing and care services. Data is collected through the registration form filled out by staff within the care sector in the municipalities. The form includes information on: 1. Who the receiver is (gender, age, living situation) and their need for help. 2. How much practical assistance and home nursing people who live in public housing or their own home receives. 3. If the help service users receive is sufficient in three different areas: (a) practical assistance and supervision, (b) activation and social measures, and (c) technical assistance. 4. The physical function of the level of service as measured by the receiver "Barthel ADL Index" and the mental level of functioning as measured by undrsøkelsesmetoden "Clinical Dementia Rating".
