The origin of the Noxious Trade register was the requirement in the Noxious Trades Act, 1902 for every local authority to keep a register of the name and address of every person carrying on a noxious trade, identifying the premises where the business was performed. Local authorities were required to keep the registers current by deleting the names of people who had ceased to practice the trades. The registers and extracts from them were to be made available to officers of the Board of Health when required. The Councils issued annual licenses to those who carried out the trades and were required to inspect the premises and the machinery, appliances and utensils used for the business and to record the dates of these inspections in the register. Local authorities were also required to report annually to the Board of Health regarding their responsibilities under the Noxious Trades Act and to comply with any regulations or other instructions issued by the Board relating to Noxious Trades. The noxious trades exercised at Canobolas included pig raising, fat extraction, woolscouring and top making.
