RoboSafe KPI Thresholds Specification v1.0

This specification defines the Key Performance Indicator (KPI) thresholds that govern RoboSafe certification across three deployment levels: Level 1 (Retail/Corporate — 99.9% reliability), Level 2 (Hospitality/Public — 99.99%), and Level 3 (Healthcare/Elder Care — 99.999%). Six KPIs are tracked: hard-block accuracy, gray-zone false positive rate, PHI redaction coverage, response substitution latency (p95), alignment agent approval rate, and weekly drift score. Thresholds are derived from Waymo's "count your nines" reliability framework, adapted for social robot character governance. The specification also defines 11 compliance checks (8 mandatory, 3 advisory) and three certification verdicts (CERTIFIED, CONDITIONAL, NOT CERTIFIED). This document makes the RoboSafe Standard fully reproducible by any third party without access to the CharacterOS platform. Released under CC BY 4.0.
