Two surveys regarding State appeals of municipal decisions was sent to department managers in Norwegian municipalities and county governors.
One electronic questionnaire was sent out to six county offices - Oslo and Akershus, Østfold, Møre og Romsdal, Rogaland Sør-Trøndelag and Finnmark - and another to the 147 municipalities that fall under these county governors' geographical areas of responsibility.
