This article comprehensively analyzes the digital transformation of state and municipal services in Uzbekistan. While acknowledging significant progress, such as the country's rise in the UN E-Government Development Index and the expansion of the my.gov.uz portal, it identifies critical legal and technical challenges. Key issues include data fragmentation, the digital divide, and cybersecurity vulnerabilities. Drawing on international best practices from Estonia, South Korea, and the EU, the study proposes strategic solutions like decentralized data exchange and robust "Cyber Immunity" frameworks.
