Perceptions of disaster risk management and Sendai Framework implementation among staff of the General Secretariat for Civil Protection in Greece

This dataset derives from a census survey of administrative and administrative ‑ operational staff of the General Secretariat for Civil Protection (GSCP), the central authority of the Hellenic civil protection mechanism. The study aims to systematically capture staff perceptions of disaster risk management and the institutional adaptation of the Greek system to the priorities of the Sendai Framework for Disaster Risk Reduction 2015–2030. The target population comprised all GSCP staff members (N = 110), and data were collected without sampling through a self‑administered online questionnaire implemented via Google Forms between 27 October and 6 November 2025. The questionnaire included 54 items and was developed by restructuring the Common Assessment Framework (CAF) for public administration so that its dimensions align with the four Sendai priorities. It was organised into five axes: (1) demographic characteristics; (2) understanding of disaster risk; (3) governance; (4) investments and resilience; and (5) preparedness, training and community engagement. Most items (51 questions) used a five‑point Likert scale (1 = strongly disagree, 5 = strongly agree), complemented by one closed categorical item, one open‑ended sub‑question and an additional subset of five items on factors influencing civil protection effectiveness in island regions. A total of 74 valid responses were obtained (response rate 67.3%). Data analysis relied on descriptive statistics and group comparisons by place of service and degree of operational involvement. Internal consistency reliability (Cronbach’s alpha) ranged between 0.818 and 0.902 for the four main axes, with an overall alpha of 0.953 for the 51 Likert‑type items. Staff perceptions are used as proxy indicators of institutional adaptation across four dimensions: legal and strategic alignment, governance arrangements, resources and administrative capacities, and organisational learning.
