This is a scanned archival document of a proposed rulemaking issued by Francis M. Mullen, Jr., Acting Administrator of the Drug Enforcement Administration (DEA), originally written on July 20, 1984, and published in the Federal Register on July 27, 1984 (Vol. 49, No. 146, pp. 30210–30211). The proposal recommended the placement of 3,4-methylenedioxymethamphetamine (MDMA), a compound sometimes found in the street drug colloquially known as 'Ecstasy', into Schedule I of the United States <i>Controlled Substances Act</i>. The rationale was attributed to MDMA's high abuse potential, lack of accepted medical use, and insufficient safety profile.The document outlines the DEA’s ostensible justification, the scientific and medical evaluations submitted by the Department of Health and Human Services, and the procedural steps for scheduling under 21 CFR Part 1308.This version was uploaded by Octavian Brinzei (2025) for academic, legal, and historical reference.
