Replication data for "Regulation or Market? Spectrum Release, Local Demand, and the Municipal Rollout of 5G in Brazil"

Municipality-by-month panel for all 5,570 Brazilian municipalities (January 2019 to September 2026) on the release of the 3.5 GHz band for 5G, mobile subscriptions by technology, and licensed 5G (NR) base stations, built from open data of the Brazilian telecommunications regulator (Anatel) and the Brazilian Institute of Geography and Statistics (IBGE). Because Anatel's open-data files are updated continuously, this package archives the exact time-varying inputs used in the article (snapshot of 30 October 2026): the licensed base-station file, the official 3.5 GHz release dates by municipality, and the annexes and commitment-choice spreadsheets of the 5G auction notice (Edital No. 1/2021). It also contains the processed data from which every table and figure of the article can be regenerated, and SHA-256 checksums of all inputs, including those not archived here.
