Authored and originated by Dr. B. Mazumdar, S³–CORE™ establishes a new global category of governance doctrine: Sovereign Control as a Recurring, Measurable, and Cryptographically Provable System. It is constitution-bound, technology-agnostic, non-software, and non-vendor in nature, designed for long-term adoption by sovereign states, defence establishments, public sector undertakings, and critical national institutions.
