On the morning of 21 November 2019, the President of Djibouti triggered the ORSEC plan ("Plan d’Organisation des Secours en cas de Catastrophes") following the flooding of several roads and houses in Djibouti (city) and the closing of schools. Local houses are generally unfit to withstand water, even in small quantities.
