The Low-Income Energy Affordability Data (LEAD) Tool is an interactive, web-based platform developed by the U.S. Department of Energy. Its goal is to help state and local governments, utilities, nonprofits, researchers, and other stakeholders better understand energy burdens and household energy costs for low- and moderate-income (LMI) populations. As per LEAD the definition of energy burden” means the percentage of household income spent on energy costs. Households with 6% or more of their income going to energy are considered to have “high energy burden.”
