VPRS 14485 Schedules of the Revaluation and Adjustment of Settlers Liabilities, Section 32 Closer Settlement Act 1932

This series consists of the Schedules summarising the revaluation of closer and soldier settlers land and improvements.Details given in the Schedule sheets are the Code (Closer or Discharged Soldier Settlement), the name of the settler and the area and location of the land as well as its carrying capacity, the type of farming which it was best suited and the percentage of the land which constituted a living area. Comprehensive details are given of the revaluation, the reassessed liability, the amount of the settler's consolidated debt as at 30th June 1937, the amount in arrears and the equities held as well as the average adjusted instalment for the previous 5 years (since the commencement of annual adjustments of instalments under Sections 30 and 31 Closer Settlement Act 1932). Finally, verbal evaluations were given of the degree of equity held in stock and plant and in the remarks column, an evaluation of the settlers' abilities and application. On the schedule sheets are also given the names of the committee members preparing the recommendations and the names of valuers.The judgment was made in 1932 that the majority of settlers were in an insolvent position and, despite the adjustments made in liabilities, the position could not be rectified until Section 32 of the Act came into operation in 1937. This provided that the Closer Settlement Commission would value the land and improvements (except for those effected at the settlers own expense). The deficiency in the valuation as compared with the liabilities to the Commission would then be written off. The Commission was also able to review the liability for advances other than improvements and to write off any amount which it considered desirable.The P2 consignment was previouslyregistered as Units 4 - 7 anjd 19 - 28 of VPRS 10190 / P Schedule of Cases.
