Vulnerable Populations include (bolded ones are those considered to be part of the Health Priority Areas - Age 65+ Non-Hispanic Minority Hispanic Minority Unemployed Single Mother Households Poverty Carless Households Limited English Households Disabled The method is to compare the % to the regional %. If it is above the average it gets a 1, if below it gets a 0. They are added up to get the overall degrees of vulnerability.弱势群体（Vulnerable Populations）包含以下类别（其中标粗项属于健康优先领域（Health Priority Areas））：65岁及以上人群、非西班牙裔少数族裔、西班牙裔少数族裔、失业人员、单亲母亲家庭、贫困家庭、无车家庭、英语能力受限家庭、残障人士。本次评估采用的方法为将各类别的占比与区域对应占比进行对比：若某类别占比高于区域平均值，则记为1；若低于区域平均值，则记为0。将所有类别的得分累加，即可得到综合脆弱程度评分。
